Post quantize

In pattern editor, have a button and shortcut that leads to a popup that asks how much you want to quantize. This is very useful for recording midi, since one might miss a little.

This will move all midi events to the closest [n] tick. Perhaps only selection.

There should be an option what to quantize, eg - note volume, note placement, note length

The settings should be stored till the next time you open the dialog to support fast reapplication of the quantization.

This feature might be not revisited once we get sub tick precision.
